1999 GE Spacemaker Washer won't spin

I would appreciate repair advice, This appears to be a falure of clutch release, or a brake malfunction. The control solonoid for the spin cycle does operate. All other cycles work, including agitation, water in, water pump out. The motor capacitor tests good.
I can't find any repair information for this washer's clutch/brake/transmission. The technician info that comes with the washer does not cover this repair.
Can anyone tell me how to proceed, or how to get repair info for the transmission assembly.
I can't find a GE repairman on this island to help.
