Looks like it must be specific to one brand, if not one model, of washing machine. Since I see one of the settings is "agitate", I'm guessing it's for a top loader.

12590 Robinair number is the Frigidaire

330 agitate (pulsations per minute) & 330-700 spin would be a Frigidaire washer tester. I have one downstairs but have never tried it.

If that is the case, someone should contact the seller and find out more about the laundrymat that closed, from which he purchased the item. According to auction copy the laundrymat owner used the tester on his machines, so unless the thing works on other makes and models of washing machines........
