I'm betting it's similar to a GE spiral activator.

That's what I was thinking since they carried the Hotpoint design with the self-cleaning ring filter, and this looks to be one of the last.

In a POD which appeared to be from the late-1970's, a JCPenney machine had a straight-vane Handwash agitator system...

The last time i remember seeing J.C. Penney machines was about 82 or 83 and those had the straight vane with hand wash agitator.
