The wash tub should be empty somewhere in the 45 to 90 second range. The pump is indeed belt driven. I'm wondering how high your washer stack is. The standard poly pump is set up to pump anywhere between 48" and 60", IIRC. Anything higher than that may cause the feet of head output to lower than the standard flow. Check the pump by tilting the machine back, and locating the pulley on the right hand side towards the front of the machine. It should turn freely. If it does, check the belt for wear. Maybe time for a new set of belts if the pump is fine. On the bleach dispenser - Dan is correct that it does flow to the outer tub, but there is a diverter placed at the outer tub entrance that opens once the force of agitation is applied to the wash water.
