I think this tip is found originally in the 'health care' bill. It's in the ''green''section stating ''if you do anything the RIGHT way,you will be taxed at least 25%''. I could be wrong. 8-)

Let the 1/2 tub of water goof, write the mfr of his washer. This kind of foolishness comes around every few decades, during the late 70's when oil prices soared, they wanted you to drive and pretend there was a tomatoe on the hood and an egg between your foot and the accelerator. Hmm I bet the extra wear and tear used to move the full load about in half the water costs more in repairs than is saved by this idiot. Now then.... the clothes are less waterlogged than they could have been? So either they are wet or they are not lol
