So I've officially decided that I've had it with the pumps on the Hoover's. I have 2 working pumps now out of 8. Of the lot, 3 are a total loss and the others are 50/50 repairable. Such a great machine falling victim to such a cheaply made, simple device. Also since these machines have been out of production here for almost 30 years now, pumps are hard to come by to say the least.
To counter this, I've decided to try and retrofit a common automatic electric drain pump to the Hoover. I had some interesting ideas along the way, and then I tried something that "looks" like it will work pretty well for now. I've bonded a World Washer pump onto a Hoover T1003 pump body (see pic) and it doesn't leak. The only thing I dislike about this is the fact that the pump motor is not actually fastened to the body. There is a very strong bond however of the silicone gasket material and I really doubt that it will come apart. I have employed a wrap around strap to assist somewhat though, but this stuff is VERY strong. I will be wiring the pump to the spin motor so it will act as the old belt-driven one did. Plus this is a pretty high-volume pump, but it has been altered so it could be awful as I haven't connected it up yet.
If this idea works, I have a friend that will help me make some more. I will also be experimenting with a GE pump as they are super common. I would like to make these as a viable replacement for the Hoover's aging belt-driven, bronze bushing pump. So I will keep everyone posted on how it goes.

Thanks for the kind words Brad, I'm really not that handy on some things but I hate to retire a machine over a pump.
Mike, I only replaced the motor drive on the pump. The rest of the body, including the drain control valve will remain the same on the machine. I will have the drive motor on the pump tied into the spinner motor. When the spinner is going the pump will run and will cease when the lid is raised.
If all goes well it should be a simple replacement, even if it's a flop, it's been a neat little project so far.
