Hi Mark,
Unless I'm mistaken, the large pulley you are referring to has the tub brake assembly in it. As you are turning it you are most likely releasing the tub brake, that;s why it only turns so far.
Please further explain what happens with the washer. You set the timer and start it, water flows and then what? Does the motor start but nothing at all happens? What happens when you start the washer on a drain/spin? Do you have the front panel off while you are trying all this so you can see what's happening inside?

Clockwise. Didnt try to turn counter-clockwise. But why does it get stuck in the same place? and cant move it any further by hand? |

Cant tell for sure. But based on the three things indicated. It sounds like the transmission is toast. |
