How do I remove this newer type of boot hub?

After removing the agitator of my ~20 year old Beaumark, I noticd a plastic cap at the bottom of steel drive tube. I noticed it had a little hole. I started cleaning out the hole from some soft debris and gunk. I put my screwdriver in there and tried to yank up on the cap but it wouldn't budge.

I didnt really notice any tabs inside. Not sure. A bit gunked up.

How do I get this out?

It looks like in this picture except I can not see inside the little hole. I can't see any tab. There is some gunk in there and I fished around with a flat head screwdriver but didn't feel any tab.

How is is this suppose to get out?
