That's the first time I've seen a top loader with a roto-rack. Bet that made it interesting to load up. And that's also an impeller machine.

For loading, the upper roto-rack folds to permit access to the lower rack. Neat that it's an impeller machine!

That's what I figured about the upper rack. Plus you probably just rotated it to the empty spot for easier access to loading the lower rack.

From having used the one in the museum at home, I can tell you that flipping up one side of the rack to load the bottom rack is OK is you load it all at once, but if you are loading it over the course of a day, You have to leave one side of the upper rack empty so that it can be flipped. PITA
