Yep....they were "developped" to be used in third world (poor) countries. (often south smerica like chile, perú etc) where electricity is a problem, these units does not involve an agitator, but simply are plastic baskets(kinda salad spinners) turning back and forth or simply spinning and as far as I know does not even involves vanes or blades, ot protuberances to move the water and clothes, which makes of them fully non-sensed for how I see things...what you can get at best is spinning water and clothes....nothing I can call washing.
Here is a video from perú..... In those countries there are even non-profit charity groups that travels village to village bringing and or making (similarly to what Tide loads of hope projects does in areas affected by natural disasters) the "bicilavadoras" (bike powered machines) that often are of an h-axis type made with barrels and or like materials...even though in the most fortunate cases they can get hands on a scrap machine tub and transmission and make a bike powered agitator machine...
