The detergent dispenser on some dishwashers completely seals when closed and won't allow any water to get in during the prewash. However on other machines they are designed to allow water in. I have posted a photo of my Siemens dishwasher (same company as Bosch; they use the same dispensers). I have just taken this photo during the prewash and as you can see the cup has filled completely with water along with the turquoise liquid detergent. You can see from the photo that it is not sealed and the top is designed to allow water in. But it doesn't really let any significant amount of detergent out.
My dishwasher is 10 years old and newer models now have a newer style of dispenser and I'm not sure if that is sealed. So I would guess that your dishwasher is operating as designed. As for the suds during the prewash, try starting it without adding the detergent and see if it's the same during the prewash. The suds could be caused by the residual rinse aid or other soils present during the prewash.
