I am still working on clearing out items and came across this item today. I cannot for the life of me figure out what this is? There are no identifying monikers or brand names anywhere. It looks to be for a very specific purpose and is contained in the case photographed.

Anyone have a clue?

Cuffs and Ralph.... I believe you guys solved the mystery. Seriously, I could not make heads or tails of this thing. Have no idea from where it came.
