I saw one at a local appliance store 20 years ago. Very cool - looks like a lot of work! I asked for a bucket of water to try it, but they said No.

Something tells me

that you were better off washing dishes by hand than to use this contraption.

Definitely looks like a hand-operated lever. The oldest I've seen at the Henry Ford Museum in Detroit is a a half wooden barrel affair (horizontal) with racks inside and sort of swung back and forth creating the slosh to wash the dishes.. Must go back again one of these days and have another look.
