My guess is that it is a 1970's Vintage JC Penney Clothes Dryer.

Look at the details of the Control Panel for a second.

Even though when looking at the big picture of California's water situation that may not make that much difference, I still congratulate them for for taking action, if I were living with California water problems I would not even consider using an old Top Loading Washer.
