We've had this dryer for about 10 years now, recently moved and the new house is wired for a newer 4 prong plug. So I decided to just switch the cord on the dryer but I'm not %100 sure if I'm doing it right. I'm not sure what to do with the green wire which I understand is a ground. I was going to just get a self tapping screw and put in on the body. Just double checking that's I'm doing it right.

Your plan for the green/ground wire makes sense to me.

I'd be thoughtful of where you place the screw so you dont get cut when moving the dryer, sure u know, just saying. :-)

With the 3 wire cord, was there a jumper between the center stud (neutral) to the metal cabinet? There should have been. Either a wire or metal strap. If not, check continuity between the center stud and metal cabinet. Possibly the metal strap in the photo that runs under the terminal block connects to the center stud.

Basically, with a 3 wire cord, neutral and ground (metal cabinet) are tied together at the dryer. With a 4 wire cord, they should not be. Neutral goes to center stud and ground (green wire) goes to cabinet. Any previous connection between center stud neutral and ground should be removed.
