Only posting to mention - this is what our family used until the city outlawed burning anything(leaves, garbage, etc). I have fond memories of using this, but not fond memories of emptying the ash. :-)

I wonder what states allow the use of home incincerators today?

Yes,instead of "cool"--Hot bout HOT!!Remember these in basements when I was a little child-or those concrete and metal ones in backyards.When wastes contained more plastics-and trash companies using high compaction trash trucks-the incinerator use waned.And ordinances banning them from the smote and odors of folks trying to burn plastics and food wastes.Plus a central incinerator was better-those ran hotter than home ones.Then those went by the wayside,too-except some used for power and steam generation.

A glance of the operating instructions posted on that incinerator machine-instead would be actually easier to put the trash in the barrel and set it out for the compaction trash truck to handle!!You could then listen as the trash bags and bottles POP in the truck compactor!!!
