1955 GE Electric Sink faucet spraying water out of the handle! Any ideas?

I have an electric sink that I am pretty sure is a 1955 based on pictures online. The sink has a faucet with one handle in the middle, not two handles. My husband hooked it up to the hose outside to see if the faucet worked before we attempt to figure out how to get this to work in my kitchen. The size of the cabinet is different than what we have now and it is tricky because my cute blue flooring does not go under where the sink is now. All of that is not important. So, he hooked up the sink to the hose and water just shoots out of the faucet handle. It does shut off if I push the handle down like normal to turn the water off. But if the handle is up, water shoots out of the handle and the faucet. He finally got a part off of there to see if he could figure out if it needed a washer or something, so at the moment it is not put together for a picture. Sorry. Does this even make sense? Has anyone worked on one of these? He doesn't see an obvious reason for this. One pic has the faucet apart as much as he could get it apart. The water shoots out the top of the faucet where the handle is. One pic is the model number on the dishwasher. I don't think we will be able to get the dishwasher going. Right now, I am concerned that the sink work before I try to figure out how to put it in my kitchen. I live near Joplin and Springfield, MO. Does anyone live near me?

That’s a Moen

That’s a Moen faucet, the original single lever faucet I believe. They were used on GE, Hotpoint and Frigidaire dishwasher-sink units. I think it can be rebuilt. I have a parts breakdown pic at home that I can post on Sunday or Monday for you to see.
