My 1989 Maytag LA211 (Orbital) Seems really bogged down when it Pumps out water, once it is empty the motor pitch returns to normal. I have a feeling its to do with the pump belt or something along those line, but I'm not sure. What are your thoughts?

There are too many possibilities to start guessing without more information from you, take the from off and see what's going on, CK the belts, Is the noise coming from the pump ?

Post a video of the sounds etc.

This is a cycle I filmed, when it pumps out you can hear the pitch of the motor drop significantly as if it is struggling.

Nathaniel,
The sound and speed are exactly normal. I don't see or hear anything different with your machine than I do with my orbital here at home, and the 6 I have at the laundromat.

I agree, think it sounds perfectly normal.

This is a cycle I filmed,

Seems a tad slow getting up to speed on the spin cycle IMO.

I'm also hearing what sounds like a metallic rattle noise once at full speed,( 24:40 in the vid).

That's the permanent press cool down sequence.  Slow extraction spins, no spray rinse, refill, repeat.  The water usage is off the charts obscene.  I couldn't in good conscience use that cycle.  Water is too scarce too much of the time in these parts.

Other than the sad-sounding wash action of a Maytag with an orbital transmission, performance seems perfectly normal to me.

That motor hum sounds a bit excessive unless a Westinghouse motor found its way in there. It was common to see those motors in 1970's Maytag washers but not beyond that decade.

The tub is off center. If the springs have not been touched since it left the factory, leveling the cabinet should bring it back to center. If not, you'll have to adjust the springs until the tub centers itself without under/over tensioning them.

Good-Shepherd is correct about the final spin. The tub on a standard capacity machine should be well up to speed before the minute mark.

If the water level selection was on high, then it's adjusted a bit on the low side. Shoot for the water level being even with the top slot on the side of the agitator barrel.

The tub brake is weak and slipping during agitation but I wouldn't worry about it.
