Has anyone attached an agitator to those round “pulsator” wash plate Things at the bottom of the twin tub? And would it clean better? I’m kind of just curious as I gather there would be much more movement in the water Which intern could mean more dirt comes out of the laundry

you can't just add an agitator like that. The agitator needs to turn much slower and requires a reduction gearbox to drive the agitator slower but stronger.
Hitachi made several twin tubs with a "pul-gitator" their word for a cross between a pulsator and an agitator.
Adding an agitator on top of a pulsator would overload the motor and probably damage the clothes.

Don't under estimate the power of the wash plates. I have a portable $105 washer I bought on ebay NEW and it is quite effective. I've even used it for shoes by putting a rack above the pulsator so the shoes can't come in contact.
