The motor start relay may be sticking that’s the first thing to check.
Other than that the motor has a shorted winding and will need to be replaced. There is an overload protector built into the motor that’s probably what is cycling it off after 15 seconds, this problem has nothing to do with the timer etc. Remove the lower panel check carefully for any signs of past water leaking into the motor or on the relay, if water has been getting on either one of these parts that could’ve been the cause of the problem.
