I just purchased a Speed Queen AWN412S. When filling, the hose vibrates. Is this a bad water valve?

Also, I purchased the set for $350, where the dryer had a bad guide roller and the washing machine is doing the above. Is this a fair price?

It also seems fill is a bit slow compared to my old Maytag. I saw another thread about drilling out the hot fill valve to fix this. Is this still an ok practice?
