Welcome, Vicky!! If you've visited the site before, you'll know there are all kinds of folks here who are very knowledgeable and have lots of great information to share!
The range is from 1954 - the last part of the model number '2L1' has a date code of 'L' indicating 1954 as the year of production for this range.
Check out the Automatic Ephemera section here on the site - there may already be a manual there and if not, it will show up.
For a yearly kw/h rating, though, I am not sure that GE would have thought about providing that information in those days. But you never know...

Here is a link to Automatic Ephemera's closest match to your range - the 1956 models. They were substantially similar to your J 406. Your range appears to be a Stratoliner, one model down from the top-of-the-line Liberator.
Automatic Ephemera is a "sister" site to this one, run by our Webmaster, Robert. Robert finds rare manuals and brochures and scans them at a very high resolution, cleans the scans up digitally, and then puts the whole set of scans into Adobe PDF format for paid download. The manual at the link is $6.05 to download, and is 55 mb and 108 pages; it covers the entire '56 line. Automatic Ephemera downloads are usually much cheaper than a vintage copy of a manual from eBay, and they are sharper and clearer because of Robert's scanning and tweaking. I have several manuals I've bought this way, and I could not be happier. Automatic Ephemera accepts PayPal payments, so that you're not putting your credit card number out there with yet another site. You need to know that sometimes it's a little difficult to find the exact manual for a vintage appliance. What I do is to buy the closest match, so that I have something to go on, and then keep looking for the exact one.
