its a 1920's H-Axis Washer

The machine allows you to mount the drum horizontally for the wash (IE it tumbles) and then you mount it vertically to spin.

You fill it with a hose, and it has a gravity drain. You turn it on and off at the socket.

I've seen 2 out at a museum in the country near us. I've been tempted to go and make them an offer to purchase one.

Regards

Nathan

Since it has no suspension, even with the wheels locked, it moves a bit while spinning, more with a less balanced load.
