1- Try re-setting the circuit breaker again.
2- With a NEON circuit tester (that can withstand 220v) CAREFULLY stick the leads into two of the three outlet's prong-holes in all possible combination and permutations The tester should light-up in all configurations. (NOTE that one set of prong-holes will deliver 220v and the light will be much brighter.) One it is established that there is power to both hot-legs and the neutral is still properly connected, We can go to the next step. When you say "it" sparked do you mean the plug or the machine?
