See if you can blow back through the faucet cuppler easily, if not there may be a clog. The only likley place it will clog is at the faucet cuppler, when the DW tries to drain if it is clogged at the faucet cuppler you may hear a hissing noise at the cuppler.
If the cuppler is not clogged the problem is usually in the drain pump, the drain pump impeller just has two tiny ears that engage with the bottom of the wash impeller and usually these ears strip loose and the drain impeller will not turn fast enough to expel the washer.
This is where this repair gets challenging, you will need a new wash and drain impeller and a new new main shaft seal is real nice. You will possibility break the screw off in the motor shaft so you will probably need a another motor as well to fix this DW.
Since this DW design was only in production about four years these parts are long gone, this added to the fact that most GE plastic coated DWs tanks rusted out so few of the millions of these DWs that GE built ever got their pumps rebuilt, so there are not many parts around, about the best thing to do is find a donor machine with a good pump and motor and just transfer the whole assembly to your machine.
