This 8.5 oz. container is available at a grocery chain near me for $2.99 and online it is 10 times that. I can't figure this pricing situation. Has anyone seen this before?

Supply and demand. The online price is for those unable to go to the store where it's available or live so far from anywhere that sells it that it just makes sense to order it online. Siracha is dirt cheap here. But if you want a genuine French baguette flown in daily from Paris, it's gonna' cost ya'.
