Is there a difference between the timers in these or can one be used in the other?

They are completely different and not the least bit interchangeable.

The KDS-16 used a Controls Corporation timer with individual leads, The KDS-17 used a quick disconnect Singer built timer,

The CC timer was much more durable than the Singer timer, but the Singer timer was much easer to replace.
