Can you operate the water temperature switch on a washing machine while it is filling with water without any harm to the switch or is it better to stop the filling first? Thanks.

Change the setting any time, no need to turn off or pause the machine ... unless perhaps electronic switches are involved that program a control board and the settings are locked when a cycle is running.
